The law in Minnesota, in plain English
Sports bookmaking is a felony under Minnesota law (Minn. Stat. § 609.76), and no sportsbook, online or retail, is licensed in the state. The 11 tribal nations' casinos do not take sports wagers. Bills to legalize mobile betting have been filed in recent sessions; the 2026 session adjourned in May without passing one. All 201 legislative seats are on the ballot on Nov. 3, so the next attempt comes with a new Legislature in 2027.
In May 2026 Gov. Tim Walz signed a law making it a felony to run or advertise a prediction market in Minnesota from August 1. On July 27 U.S. District Judge Katherine Menendez blocked it, finding it likely preempted by the federal Commodity Exchange Act, in suits brought by the CFTC, Kalshi and Polymarket US. Attorney General Keith Ellison, defending the law for the Department of Public Safety, has said the state will keep litigating. While the order stands, Wolves fans can use Novig, a CFTC-regulated exchange where you take a position at a price set by other traders, along with Kalshi and Polymarket US. This page will change if the order does.
